Documentation demonstrates that the applicant did not evaluate the PBX maintenance bid received from Knight Nets, Inc. on 12/09/2009 for this FRN. The services included in the Knights Nets, Inc. bid was for PBX maintenance and other services requested in a separate FRN. While the Knight Nets, Inc. bid was evaluated, it was not considered in the vendor selection for this FRN. Since Knights Nets, Inc. did submit a bid for the services requested on this FRN in their bundled bid and there were no instructions to bidders on whether services can be bundled or not, a cost breakout of services should have also been requested and considered in the vendor selection process for this FRN. Since not all bids were considered this is a violation of competitive bidding rules, therefore, this FRN is being denied |
